In large pot, bring water and salt to boil over high heat. Add rice and bulgur; reduce heat to low. Cover and cook 10 minutes. Remove from heat and set aside, covered, for 2 minutes. Spread hot grains on baking sheet to cool. (Grains can be cooked ahead of time and stored in refrigerator up to one week.) Just before serving, prepare fruit. Core and chop apples. Peel orange and cut into sections. Add chopped apple, orange sections and raisins to cooled grain mixture. Add yogurt and stir to coat grains and fruit.
