1. Preheat grill for direct-heat grilling.
2. In medium bowl, combine turkey, oats, egg, garlic powder and pepper. Divide turkey mixture in half. On 2 (11×10-inch) pieces wax paper, shape each half of turkey mixture into a patty 6 inches in diameter.
3. Sprinkle onion and relish over one patty, leaving 1/2-inch border around outside edge; top with ketchup and mustard. Arrange cheese strips, spoke-fashion, over ketchup and mustard. Carefully invert second patty over cheese. Remove top piece wax paper. Press edges together to seal.
4. Lightly grease cold grill rack and position over hot coals. Invert turkey burger onto grill rack; remove wax paper. Grill burger 8 minutes per side or until internal temperature of 165°F is reached on meat thermometer. To turn burger, slide flat cookie sheet under burger and invert onto second flat cookie sheet, then carefully slide burger back onto grill rack.*
5. To serve, cut burger into quarters. Serve with lettuce and tomato, if desired.
*Can use greased wire grill basket, if desired.
