1. In medium saucepan, bring water and rice to a boil. Cover; reduce heat and simmer 20 minutes or just until tender.
2. Meanwhile, stem peas and cut in 1/2-inch lengths. Combine peas and remaining ingredients in large bowl.
3. Rinse rice under cold running water to cool; drain well. Add to vegetable mixture; toss to coat rice with dressing. Serve immediately or chill until ready to serve.
