Prepare rice according to package directions; cool completely.
Place rice in large bowl. Add peppers, onion, parsley and basil. Combine mustard, oil and vinegar in small bowl; mix well. Pour over rice and vegetables; toss well to coat evenly. Cover and refrigerate 1 hour before serving. Garnish as desired.
